Following extensive, and ongoing engagement with the local community, the revised application for the Liberty of Southwark was submitted to Southwark Council in October 2023.   <p>To celebrate the submission of our proposals and the community’s extensive participation in them, we held two free Christmas events that set out the final scheme and outlined the extensive benefits that the scheme will deliver, following extensive consultation and community input.</p> <p></p> <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1703071548/projects/thelibertyofsouthwark/fe955690-c84b-490c-82f0-78a211f8230e.jpg" /> <p>The Liberty of Southwark Christmas community event</p> <p></p> <p>At these events, local people joined us for hot chocolate, mulled wine and mince pies whilst we showcased the latest imagery and discussed the benefits associated with the final proposals.</p> <p>As you may know, some monumental archaeological finds were unearthed at The Liberty of Southwark. <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1687337136/projects/thelibertyofsouthwark/eba44033-b908-468d-9324-26778fbb39f1.png" /> <p>Landsec are consulting on small changes to the proposals for The Liberty of Southwark.</p> <p>Since the original application was granted permission in January 2021, there have been considerable changes that have impacted the scheme, including updated Building Regulations, planning policy changes, a changing office environment (given Covid-19) as well as an extended project duration resulting from the archaeological discoveries. </p> <p>As such, the project team have reviewed the scheme and are proposing to make some minor design changes to ensure the scheme meets current building regulations, local planning policy and ‘best in class’ sustainability targets whilst also incorporating the significant archaeological discoveries within the scheme for future public enjoyment. </p> <p>We believe we have an opportunity to bring forward a development that continues to deliver the benefits from the current consent, including the enhancement works to Crossbones Graveyard, whilst also incorporating local history into the design and public realm.</p> <p>The key changes include:</p> <li>Additions to the width/height as a result of the evolving context, which will include an additional one storey to Western Buildings</li><li>Increasing the urban greening on the site</li><li>Showcasing the archaeological finds on site</li><li>Viaduct building widened by one façade bay</li><li>15 Southwark Street use changed to office space, restoring it to its former use</li><li>Larger building cores to provide evacuation lifts to comply with the London Plan</li><li>Increase in cycling facilities, including the provision of a cycle hub (open to local people), and relocating cycle storage from the basement to the ground floor</li><li>Proposing a second means of escape to the residential building and improving fire safety</li><li>Union Walk building in-filled</li><li>Increasing energy efficiency and reducing the whole life carbon to meet the Southwark Plan</li> <p>We want to hear your thoughts on these changes, including suggestions on what you would like to see in the maker space and market. Introduction to this exhibition

<div id="isPasted" title="Page 1"><p>In November 2021, U+I, the previous developer of The Liberty scheme, was acquired by Landsec. This means that the Liberty of Southwark now sits within the Landsec portfolio, although Transport for London (TfL) remain the Joint Venture partner and the freeholder of the site.</p><p>The new team are excited to build on the hard work of U+I, with the continued support from colleagues at U+I on the project.</p><p>The current scheme gained planning consent in January 2021. Since then, the local environment has changed, and Landsec are seeking some minor design changes to the scheme and propose to submit a planning application to the Council in Summer &rsquo;23.</p></div>

<p>The previous scheme which gained planning consent in January 2021, has an exciting mix of uses, including over 150,000 sq ft commercial office space, affordable workspace for a mix of small and medium-size businesses, a mix of private and affordable homes (with a minimum of 50% affordable homes) and a number of market stalls. </p>

<div id="isPasted" title="Page 7"><p>The Crossbones Garden of Remembrance is of huge importance to Southwark and is integral to The Liberty Project.</p><div id="isPasted" title="Page 7"><p>Throughout the lifetime of The Liberty project, careful and considerate attention has been given to Crossbones to ensure the site is retained and improved in cooperation with those closest to the site. The protection and enhancement of the Crossbones site is an essential part of The Liberty project and this has not changed.</p></div></div>

History of Crossbones Graveyard

<div id="isPasted" title="Page 7"><p>Crossbones is first believed to be chronicled in the<br>16th century, as a &lsquo;single woman&rsquo;s graveyard&rsquo;, before it was again more widely mentioned as a burial ground<br>for the unconsecrated dead in the 17th and 18th centuries. The Graveyard was largely lost to time as other developments took precedence over the site, with schools, warehouses and a car park being built there.</p><div id="isPasted" title="Page 7"><p>It wasn&rsquo;t until the late 20th century that the Jubilee Line extension discovered the remains of those buried on the site. With as many as 15,000 bodies believed to be buried at Crossbones, the local community came together to defend and reclaim the Crossbones Graveyard. Through their work, Crossbones has been re-established as a garden of remembrance in the heart of Southwark.</p></div></div>

Recent archaeological discoveries 

<div id="isPasted" title="Page 6"><div id="isPasted" title="Page 6"><p>We have discovered some very exciting treasures on the site, and one of our most important aims is to preserve these and share them with the community.</p><p>Following the discovery in February 2022 of some of the largest Roman mosaics found in London for over 50 years, further excavations at The Liberty site uncovered a rare Roman mausoleum.</p></div></div>

<div id="isPasted" title="Page 6"><div id="isPasted" title="Page 6"><p>Archaeological investigations led by Museum of London Archaeology (MOLA) found remains of the mausoleum (a type of monumental tomb) including the walls and interior flooring.</p><p>At its centre, is a striking mosaic surrounded by a raised platform on which the burials were placed. The lowest entrance steps into the structure also survive. Significantly, this level of preservation of the interior makes this the most intact Roman mausoleum ever to be discovered in Britain.</p><div id="isPasted" title="Page 7"><p>Archaeologists didn&rsquo;t find any of the coffins or burials that would have originally been inside the mausoleum. However, over 100 coins were discovered, together with some scrap pieces of metal, fragments of pottery and roofing tiles.</p><p>Although the small finds will be gifted to the Museum of London, we will seek to share a small collection of them with the local community. These displays will change throughout the year so more of the local finds can be seen and enjoyed over time.</p></div></div></div>

Our commitment

<div id="isPasted" title="Page 6"><div id="isPasted" title="Page 7"><p>Landsec and TfL are committed to restoring and retaining the mausoleum within the permanent scheme for public display and enjoyment.</p><p>The future display of the mausoleum will provide a tangible link between the Roman archaeology of Southwark and the site on which the artefacts were found, making these unique discoveries publicly accessible.</p></div></div>

<p><span data-contrast="auto" id="isPasted" lang="EN-GB">We are currently working through options for how to display the archaeological findings with Southwark Council, however we envision that they will be displayed to the south of the site, along the boundary with Crossbones, and will be publicly accessible.&nbsp;</span></p><p><span data-contrast="auto" lang="EN-GB">The display will be integrated into the wider public realm of this part of the site, currently called &lsquo;Woods Yard&rsquo;, and will be located next to the children&rsquo;s play area, to encourage people of all ages to enjoy the findings. We also envision the display to become part of a wider educational piece about the Roman history of Southwark.</span><span data-ccp-props='{"201341983":0,"335559739":200,"335559740":252}'>&nbsp;</span></p>

Cycle hub

<div id="isPasted" title="Page 9"><p>As part of the revised proposals for The Liberty, we are aiming to exceed the London Plan guidelines, and the provision in the consented scheme, of cycle parking, to encourage active travel to and from the site.</p><p>Instead of cycle parking being located in the basement, as it was in the consented scheme, it will now be located on the ground floor, and a new &lsquo;Cycle Hub&rsquo; will be created, where users of the site can get a coffee and get their bikes fixed at the same time.</p></div>
